The invention relates to the field of power engineering. The present device comprises: a frame attached to a column having a shaft mounted therein, said shaft being connected to a generator; an electronic system for parameter control; and vertical turbine sections which are mounted one above another and are rigidly attached to the shaft. Mounted exteriorly of the turbines are three metal plates: a deflector plate, a stabilizing plate and a compensating plate, which are fastened above the turbines to the column by metal strips and are secured horizontally to the shaft via a disc with a bearing. At the top of the column, a welded rim is formed for attachment to a support of the frame, said rim forming a flange which has a centre opening for passage of the shaft and has a spring mounted therebelow which rests on a rectangular plate having four springs mounted at the corners thereof, said springs resting on the frame. Mounted above the flange is a disc with a centre opening for passage of the shaft, and mounted above said disc is a support part of the shaft. The shaft comprises an upper part which is situated above a supporting lower part and is connected to the latter by a coupling with a ring, said coupling resting on a disc that limits downward movement of the coupling and enables upward movement thereof to stop the transmission of torque. The result is an increase in the generating capacity of the device.
